Shandong unveils guidelines to boost marine industrial clusters

Shandong province has recently issued new guidelines to accelerate the development of modern ocean-based industrial clusters. The guidelines outline a comprehensive plan to foster the growth of these clusters, aiming to significantly enhance the overall development of the province's marine economy.

By 2027, Shandong aims to be home to around 20 marine-based industrial clusters, with at least 10 achieving an annual output value exceeding 10 billion yuan ($1.4 billion). By 2030, the number of such clusters is expected to reach 30, making them the driving force behind the development of the province's marine economy.

The guidelines encourage the cultivation of modern marine fishery clusters, the tailored development of marine manufacturing clusters, and the establishment of marine service clusters based on the coastal cities' unique advantages.

To promote diversified development among these clusters, the guidelines stipulate that, in principle, there should be no more than three clusters of the same type across the province and no more than one in each city. Each cluster will focus on developing one primary marine industry.

The guidelines also emphasize the importance of helping leading enterprises within these clusters upgrade their equipment and technologies, accelerating the renewal and improvement in quality of their main products.

Furthermore, the guidelines encourage cross-regional cooperation among industrial clusters, deepening collaboration and establishing multi-level and multi-disciplinary talent cooperation mechanisms to foster the joint cultivation, recruitment, and utilization of talent.
