Weihai, on the other hand, has a coastline of 986 kilometers, stretches of natural beaches, and excellent wind resources. Since the launch of the "Bringing sailing activities into campus" campaign in 2011, Weihai has trained over 4,000 sailing enthusiasts.

The sports bureau of Weihai, the leisure and cultural services department of Hwaseong, and the Hwaseong Sailing Association reached a cooperation and exchange agreement in 2017 to host the annual youth sailing cultural exchange activity by turns. In 2018 and 2019, two exchange activities were held by the cities, respectively. This year's sailing cultural exchange activity was held in Weihai from Aug 8 to 11.
