The Shandong Development and Reform Commission recently issued a two-year plan to boost the development of strategic emerging industry clusters in the province.

Local authorities said that the development of strategic emerging industries is of great significance to boosting employment and maintaining long-term and steady economic growth.

According to the plan, Shandong hopes to build two state-level strategic emerging industrial clusters with business revenue exceeding 200 billion yuan ($28.61 billion) and four with an income exceeding 100 billion yuan by 2021.

The strategic industries involve energy conservation, environmental protection, information technology, biology, advanced equipment manufacturing, new energy, new materials, and new-energy vehicles.

The healthy development of these industries, local officials said, will mainly rely on a market that can play a fundamental role in allocating resources, an optimized policy environment, and abundant market participants.

Shandong will cultivate around 70 provincial-level and 10 national-level platforms for sci-tech innovation over the next two years in a bid to conquer a number of key core technologies in the new generation of information technology, biology, and other fields.

The Shandong Development and Reform Commission has also urged indigenous innovation and enhanced international exchange and cooperation while promoting the development of strategic emerging industries.
