V. Further implement the Belt and Road initiation

Drawing on its favorable location in China and the port of Qingdao, the province actively took part in the implementation of the Belt and Road Initiative and promoted cooperation with Japan, South Korea, Southeast Asia, Central Asia, Europe, the US, Hong Kong, Macao and Taiwan, to establish a new era of “opening up”, and of strengthened trade and economic cooperation. It also strengthened the opening and cooperation in terms of production and innovation capabilities, constructed the overseas trade cooperation industrial park, improved the utilization of global resources, made action plans to foster multinational corporations, and encouraged enterprises to take part in international competition. As well as these things, the province formed a system covering the fields of trade, investment, financing, production and service and attracted global resources to boost industry transformation and upgrading.

VI. Deepen supply-side reform and expand consumption of new type

The province further promoted the national pilot sites of logistics standardization, agriculture cold chain logistics, a major products traceability system, a supply chain system, and rural e-commerce, as well as publicizing the experience in domestic trade circulation system reform and establishing a long-term mechanism to promote circulation and expand consumption. It also encouraged companies to improve the qualities of commodities and services, promoted the development of urban e-commerce, smart logistics, internet, big data and new retail, propelled e-commerce to make breakthroughs in terms of products and brands, released the domestic consumption potential and strengthened the basic role of consumption in economic growth.

VII. Carry out programs to promote industrial parks and promote development areas’ leading role

The province provided support for Jinan, Qingdao and Yantai to establish new systems to develop an open economy and create business environments featuring internalization, legalization and convenience by learning from the experience in free trade zone reform. It exerted efforts to set up a batch of national pilot zones, including Qingdao automobile parallel import, Sino-Korea (Yantai) industrial park, and Wihai service trade, tried to build Yantai into a national demonstration city of service outsourcing and Qingdao into a demonstration area of import trade promoting innovation, promoted mechanism and system reform in development areas, and supported Qingdao in building a free trade zone.
