The China-Russia Tomsk State Wood Industry and Trade Cooperation Zone, which is established by AVIC Forestry in Tomsk Oblast, Russia, is the first development project of such a grand scale. Thus far, it has made substantial progress in implementing the Overall Plan between China and Russia on the Cooperative Development and Utilization of Forestry Resources framework. It is also one of China’s key projects aimed at promoting the establishment of overseas economic and trade cooperation zones.
The project was officially signed on May 23, 2008 under the joint witness of the then-heads of state, President Hu Jintao and President Dmitry Medvedev.
The planned area of the Cooperation Zone totals 6.95 sq km with the initial development area taking up 3 sq km. Forests are to be harvested in Tomsk and processed in the three parks located in Asino, Tegurijet, and Malinsk, and timber trading business is to be carried out between China and Russia. The two additional parks in Tomsk and Baiar are currently under construction.
The Cooperation Zone currently has the world's most advanced harvesting machines, wood processing production lines, as well as relatively complete infrastructure and service facilities. It plans to harvest and process 4.5 million cubic meters of wood annually to be manufactured into products that comply with international standards, including various types of plates, rotary cut veneers, medium and high density boards, chipboards, wood wool boards and furniture.
At the end of 2013, AVIC Forestry and its investment company in Russia, Hengda-Sibbury Co Ltd, obtained FSC certification in both China and Russia. It indicates that the company has reached international standards in forestry management and the circulation of forestry products. The certification also represents the company's dedication towards corporate social responsibility.
