The Zhangdian district of Zibo city – located in East China's Shandong province – has taken the lead in promoting industrial transformation, urban quality and high-quality living standards since the start of the year.
Excluding tax rebates, its revenue in the city's general public budget in the first half of the current year increased by 8.8 percent and fixed-asset investment grew by 22.8 percent year-on-year, according to statements made at a news conference on Sept 19.
Of that, investment in the city's four emerging sectors – new materials, intelligent manufacturing, new medicines and electronics information – increased by 209.7 percent year-on-year.
The added value of core industries in the digital economy reached nearly 3 billion yuan ($450 million) from January to June, accounting for 40 percent of the city's total added value in the sector.
Twelve new companies headquartered themselves in Zhangdian during the period and there are now 22 headquarters in the district, generating more than 10 billion yuan in revenue annually.
Zhangdian has also carried out 126 projects in industries such as the digital economy, the headquarters economy, high-end services, high-end light manufacturing, artificial intelligence, as well as in the medical and health care sectors.

Responding to the city's "Five Good" city program – to build the city up as a great place for studying, sightseeing, tasting delicious food, having fun and for business startups – Zhangdian has built 15-minute life circles.

A parks and gardens initiative – that improves the local environment by upgrading existing parks and establishing new gardens – is also being pushed in the district. It allows residents to see green land some 300 meters from outside their homes and see a garden 500 meters away.
In addition, newly built schools, reconstructive hospitals and more nursing institutions for the aged are now offering a better quality of life to locals.
