Zibo – located in East China's Shandong province – issued a raft of new and innovative measures on Aug 10, to boost its overall recruitment and provide all-round support for all kinds of people working in the city.
Based on the previous policies, the new ones involve, among others, special talent plans, measures for young people to stay and work in Zibo and a series of ground-breaking initiatives. Some policies are said to be at the forefront of the province and even the country.
The new policies are understood to extend the scope of the previous ones. For example, a high-level talent entrepreneurship competition will be expanded, adding overseas students and undergraduates.
Moreover, Zibo has taken the lead in taking graduates of technical schools and intermediate workers into account in its talent policies – and changing a one-time subsidy of 10,000 yuan ($1,500) for graduates from junior colleges to a monthly living subsidy of 500 yuan for five consecutive years.
There are also upgrades of some support grants in the previous policies. For example, considering that the number of provincial recruitment platforms has decreased – and the level of investment and difficulties have both increased – the support grant for key provincial platforms has been raised from 500,000 yuan to 1 million yuan, to get employers to create more provincial platforms.
Comprehensive living allowances and housing purchase subsidies have also been improved. Taking undergraduates and the holders of master's degrees as an example, the one-time housing subsidies have been increased from 50,000 yuan and 80,000 yuan to 80,000 yuan and 120,000 yuan, respectively.
In addition, the city has supplemented its previous policies for special programs to support young scientific and technological talent, industrial talent and to train potential talent in advance.
Furthermore, Zibo has worked out detailed plans to implement the new policies and to ensure that all the policies can produce the desired results.
