After the founding of the People's Republic of China, Zibo, with its strong industrial base and a large number of military enterprises, became an important part of the national 1st Five-Year Plan (1953-57) heavy industry layout. The city's complete industrial system and complete industrial categories once accounted for half of Shandong's industrial output and led the country's industrial development.
