The Qingdao team, comprising government officials and technicians has been tasked with supporting economic and social development in Shigatse since 1995. Kindergarten construction is part of an effort to improve preschool education in Tibet.

The Qingdao team released its goal, which is calls "three 100 percents", which aids preschool education in Samdrub Tse — that is to guarantee that all children aged 3 to 6 have access, that all kindergarten teachers have university diplomas and that construction meets all standards.
