Digital technology improves Jining's administrative services
Districts and counties in Jining, East China's Shandong province have greatly improved their government services by promoting the application of digital technology in administrative examination and approval processes.
Rencheng district in Jining has provided electronic seals that have the same legal validity as real seals to its local business entities. The electronic seals can be used for nearly 1,000 administrative services, such as certifying corporate identities, collecting registration information, as well as signing documents, simply by scanning a QR code.
An electronic seal can save much more time and efforts than before, said Li Tongxin, who has recently set up an e-commerce company and finished all required administrative procedures with an electronic seal. "I don't need to go through all the steps like filling in documents in paper form, applying the seal, scanning the papers, and then uploading them," she said.
Rencheng district also plans to promote the practice in more application scenarios and to include all government services, according to Gao Tongsheng, deputy director of the IT department of the district's bureau of administrative examination and approval.
An online platform for cross-province real estate registration has recently been launched by Weishan county in Jining and Peixian county in Xuzhou, East China's Jiangsu province.
The platform will enable people and companies that purchase properties in other places to complete all formalities without traveling between different cities in person, said Han Qiang, deputy director of the county's real estate registration center of the bureau of natural resources and planning.
