During the 14th Five-Year Plan (2021–25), Dongying's high-tech enterprises have increased to 236, achieving significant research and development breakthroughs. Key accomplishments include overcoming technical challenges in natural gas dehydration and mercury removal with energy consumption 30 percent lower than international standards, achieving ultra-deep well drilling beyond 10,000 meters, and becoming the only domestic enterprise capable of developing and manufacturing underwater oil and gas production systems.
The district continues to strengthen its innovation ecosystem through comprehensive policy incentives, with over 40 million yuan ($5.7 million) in technology innovation funds allocated over the past five years. Efforts to advance the digital economy, better utilize data assets, cultivate digital talent, and improve innovation platforms have further bolstered regional development.
Currently, Dongying hosts three National Manufacturing Single Item Champion Demonstration Enterprises. R&D expenditure as a proportion of GDP reached 2.95 percent in 2024, reinforcing the district's capacity for high-quality, sustainable economic growth.
