On March 21, the city of Dongying – located in East China's Shandong province – issued its first all-in-one card for a foreign expert, marking a significant step forwards in optimizing its services for international talent.
The card integrates the functions of a foreigner's work permit and social security, offering greater convenience and efficiency for foreign professionals living and working in Dongying. Roy Edward McClatchey, a British technical expert from Radius China Co Ltd, became the first recipient.
"This integrated card has made my experience in Dongying much more convenient,” he said. “It eliminates the need to carry multiple cards and provides a wide range of smart services for foreign nationals," McClatchey added at the card issuance ceremony.
In line with national policies on foreign work permits and talent visas, Dongying has introduced a streamlined applications process for the all-in-one social security card, further enhancing its service efficiency for foreign professionals.
Newly recruited foreign talent can apply directly, while existing cardholders can upgrade without the need to submit additional documents. Applicants are only required to present their passport or permanent residence permit and may complete the application at 62 designated service outlets across the city's Dongying and Hekou districts. The service will subsequently be gradually extended citywide.
The initiative is said to reflect Dongying's commitment to fostering an open, dynamic and talent-friendly environment.
Moving forwards, plans are for the city to continue to refine its services for foreign professionals, attract more international talent and contribute to building the Yellow River Delta up as a leading hub for global talent.
