Dongying city, in East China's Shandong province, has been striving to promote its technological innovation and improve its business environment.
Excellent innovation and entrepreneurship environment
Dongying's construction of a national innovative city has passed inspection. A group of high-level platforms for technological innovation has been under construction. These include the National Rare Earth Catalysis Research Institute, the Carbon Neutrality Joint Research Institute of the National Key Laboratory of Heavy Oil, as well as the National Technical Innovation Center for Comprehensive Utilization of Saline-Alkali Land.
The city has been actively working to attract talent for its high-quality development. It now ranks 38th in China's top 100 cities in terms of attractiveness to talent and 46th in China's most attractive cities for talent.
Meanwhile, Dongying city has stepped up its efforts to build itself into a leading national innovative city. It currently ranks 61st among 97 national innovative cities and 69th in the top 100 cities in China for innovation capability.
Technology-based enterprises are developing rapidly in Dongying, with 1,540 national tech-based small and medium-sized enterprises there and more than 880 high-tech enterprises. A development pattern of technology-based small and medium-sized enterprises has taken shape, while a group of high-tech enterprises has emerged.
What's more, Dongying boasts 13 national, 28 provincial and 20 municipal technology enterprise incubator carriers. That's created an innovation and entrepreneurship incubation supply chain for innovation space (business startups) to incubators (accelerators) in industrial parks.
Favorable business environment
An ecosystem has been established to enable the local government to facilitate business approvals and help enterprises to resolve their problems in business operations. This includes completing enterprise registrations and establishment within three working days, real estate registrations within five working days and securing construction project approvals within 45 working days.
