Things have developed since Dongying city – located in East China's Shandong province – established its first sister city relationship in 1986 with the city of Midland, Texas, in the United States. To date, Dongying has established formal international sister city relationships with five cities in four countries. In addition, it has formed friendly city relationships with 25 others – including Guilford, in the county of Surrey, in the United Kingdom.
Within the framework of the World Energy Cities Partnership or WECP, Dongying maintains friendly relations with 16 foreign cities. These include Houston in the state of Texas in the US and Aberdeen, in Scotland, in the UK. Overall, Dongying's sister city network spans 46 cities in 30 countries across six continents.
