The eighth plenary session of the 12th CPC Shandong Provincial Committee, held on Dec 24-25 in Jinan, Shandong province, has unveiled its economic blueprint for 2025, aiming to foster sustainable growth and enhance the province's global competitiveness. Ten key tasks were highlighted.

Stimulating consumption and improving investment efficiency: Shandong will step up efforts to boost consumption, increase the scale of trade-ins, and create more diverse opportunities for consumption. It will also accelerate key projects construction and increase investment attraction.

Developing new quality productive forces: The province will leverage technological innovation to accelerate the construction of a modern industrial system. This includes upgrading traditional industries, fostering emerging industries, and proactively deploying future industries.

Deepening reforms in key areas: Shandong will deepen reforms in state-owned assets, education, science, technology, talent, finance, taxation, and the business environment.

Promoting high-level opening up: The province will integrate more deeply into the Belt and Road Initiative, accelerate the construction of international logistics corridors, and host major events such as the Qingdao Multinationals Summit and the China International Confucius Cultural Festival. It will also promote the stable improvement of foreign trade and foreign investment and optimize the environment for international economic and trade cooperation.

Coordinating rural vitalization and urbanization: Shandong will promote high-quality rural vitalization, high-level urbanization, as well as coordinated urban-rural development.

Improving regional coordinated development: The province will deepen cooperation with Beijing-Tianjin-Hebei region, the Yangtze River Delta region, regions in Northeast and Central China, and the Guangdong-Hong Kong-Macao Greater Bay Area.

Promoting the green transformation of the economy and society: Shandong will continue to build a new energy system and take the initiative in protecting blue skies, clear waters, and clean land.

Vigorously developing the private economy: The province will focus on breaking down barriers, solving problems, and optimizing services to support the development of the private economy.

Strengthening social security and improvement: Shandong will focus on stabilizing employment, increasing incomes, expanding and improving education, improving medical insurance, and improving the pension and childcare service system.

Preventing and resolving risks in key areas: The province will strengthen risk prevention and control in areas such as real estate, small and medium-sized financial institutions, safety production, and social stability.
