East China's Shandong province recently introduced 22 measures to optimize the business environment by creating a law-based business environment and promoting low-carbon high-quality development.

The 22 measures are related to improving the legal enforcement and justice systems, and enhancing the capacity of legal services, according to Sun Chengliang, deputy secretary of the CPC Shandong Committee's Political and Legal Affairs Commission, at a news conference.

The measures also emphasize the importance of strengthening the rule of law, specifically by accurately distinguishing between economic disputes and criminal activities, Sun explained.

Efforts will be made to crack down on criminal activities that infringe on the legitimate rights of enterprises and entrepreneurs. Judicial protection of the ecological environment and intellectual property rights will also be strengthened, according to the measures.

The local authorities will also improve fairness and transparency in the enforcement and judicial systems and establish a multi-level public service system for political and legal affairs to enhance work efficiency.
