Winter weather has brought strong winds, frigid temperatures and snow to Rongcheng, a coastal city in Shandong province, since Nov 29, so fishing boats are returning to the harbor for safety.
Local fishery authorities have strengthened efforts to watch the situation and ensure that no fishing boats are in danger.
