The center, located in Shandong's Liaocheng city, is jointly built by the Ministry of Foreign Affairs, the Ministry of Ecology and Environment, and Shandong province.

China announced it would establish a cooperation center for China and Pacific island countries to focus on climate change at the first China-Pacific Island Countries Foreign Ministers' Meeting, which was held in October 2021.

Shandong will use the center as a carrier to coordinate and mobilize domestic and provincial resources, give full play to its advantages, and encourage exchanges with Pacific island countries in all fields and at all levels.
