Pushing ahead with the rural revitalization strategy

More than 300 leading enterprises at or above city level will be cultivated in the rural areas of Qingdao in 2019, as well as two industrial clusters of agricultural product processing and wholesale with annual output value of more than 100 billion yuan and two industrial clusters of rural tourism and rural e-commerce with an annual output value of more than 10 billion yuan.

The city will start building 200,000-hectare functional areas for grain production to promote standardized production and improve farm mechanization. It is expected that the comprehensive mechanization rate of crop production will reach 88 percent in Qingdao by the end of 2019.

Qingdao will continue to improve the living environment in its rural areas, including promoting the construction of sewage treatment facilities and popularizing clean energy heating. The city will also promote the all-round development of farmers by organizing training programs and improving cultural facilities in rural areas.

Seeking progress in the three tough battles

Qingdao will seek progress in the tough battles against risks, poverty and pollution by consolidating the present achievements and tackling prominent problems.

Promoting the development of the private economy

The city will spare no efforts to resolve the prominent problems that hinder the development of the private economy and create a better business environment for private enterprises, such as the Jinqitong financing service platform, which was specially designed to solve the financing difficulties encountered by private enterprises and small and micro businesses.

Policies, including reduction of tax, social security contributions and urban infrastructure supporting fees, will be also maintained in order to support the high-quality development of the private economy.

It is expected that the number of all kinds of market entities will surpass 1.5 million by the end of 2019.

Enhancing the development level of the regional economy

Qingdao will be committed to promoting the balanced and coordinated development in different regions by improving the opening-up in all respects of economic and technological zones, high-tech zones and bonded ports, boosting innovations in the city's reform pilot areas (including Qingdao West Coast New Area and Qingdao Oceantec Valley), and cultivating industrial clusters in the city's urban areas.

Promoting the construction of a fashionable and beautiful Qingdao

The city will complete the Qingdao's Long-term Development Strategy to 2050 and Overall Urban Planning of Qingdao (2018-35) in 2019 to improve its city planning. It will also optimize the planning of historic blocks and renovate the old town area.

To improve its living environment, Qingdao will speed up the construction of the highway network, complete the renovation of four waterworks, expand three sewage treatment works, build 200-kilometer-long new natural gas pipelines, newly construct and renovate 120 public toilets, plant 200 hectares of green land, and reconstruct 50 parks and sightseeing spots.
