Shandong's new and old kinetic energy conversion project has moved from strategic planning to construction and implementation.

All cities in the province will highlight their respective advantages, sum up their experience in pioneering and piloting and strengthen integration and interaction to achieve coordinated development.

As the three core cities of Shandong province, Jinan, Qingdao and Yantai account for one-fifth of the province’s total area. tThe combined populations of these cities account for one-fourth of the province’s total, whilst the combined economic output and combined innovation resources account for one-third and a half respectively.

The three cities are rich in strength and innovation resources. They have the ability to work as the main engine for new and old kinetic energy conversion.

According to the requirements of the Implementation Plan for the New and Old Kinetic Energy Conversion Project in Shandong Province, Jinan will construct a pilot area for new and old kinetic energy conversion along the Yellow River. This is not solely for the purposes of construction, but to act as a trial run for the innovative new process, before possibly being rolled out elsewhere.

This year the pilot area will continue its efforts in industrial planning, resettlement construction, administrative reforms and the construction of the Yellow River National Wetland Park.

Qingdao has always been in a leading position in the economic development of Shandong province. It possesses more than 30 percent of the nation’s marine teaching and scientific research institutions, 50 percent of the sea-related scientific research personnel and 70 percent of the senior sea-related experts and academicians.

The new and old kinetic energy conversion project has given Qingdao new development opportunities and historical responsibilities. In the next step, Qingdao will take the West Coast New District and the Blue Valley Core Area as its guide to build a more vibrant, stylish and attractive city.

Yantai has advantages in real economy, including large industrial volume and complete categories. It proposes to build an advanced manufacturing city, explore its digital economic potential and promote industrial transformation and upgrading. Meanwhile, it will make good use of the construction of the China-South Korea Industrial Park and work hard to reach new heights of open cooperation in Northeast Asia.

The other 14 cities will complement each other's advantages. They will focus on the layout of future industries, expansion of emerging industries and transformation of traditional industries to create regional economic growth points with core competitiveness, and nurture and develop characteristic economic and competitive industrial clusters.

Dezhou, with its advantageous location, is a strategic city for the coordinated development of Beijing, Tianjin and Hebei. It already possesses several high-end resources and high-tech industrial development zones, providing conditions for accelerating the transformation of new and old kinetic energy.

Jining is a typical coal resource-based city. Therefore, in an attempt to decrease its coal dependency, there is urgency in this city to accelerate new and old kinetic energy conversion Last year, the output value of Jining's high-tech industries increased to 30.8 percent. This year, it plans to complete a technological transformation investment of 110 billion yuan ($17.29 billion) and create industrial clusters of 50 billion yuan and 100 billion yuan.

All of the cities of Shandong will unite and use their respective advantages to contribute to the goal of new and old kinetic energy conversion ultimately being a success in the province.
