In recent years, Tai'an in Shandong province has released a series of supportive policies to help companies attract more high-end talents to boost high-quality development.

For example, thanks to the increase of high-end talents, the National Advanced Printing and Dyeing Technology Innovation Center, which is located in Taishan district, Tai'an, has harbored continuous scientific and technological innovation achievements.

In the past two years, the center has transformed nearly 36 new technologies, processes and products, and revised 22 standards including international standards, national standards and industry standards. It is also accelerating the construction of China's first high-quality digital green printing and dyeing demonstration factory.

The center has carried out cooperation with universities and institutes such as Donghua University and Dalian University of Technology, as well as leading companies, and has formed an advanced printing and dyeing technology innovation association to gather talents in the field. The center has introduced three academician teams, 35 industry leaders, and gathered 127 young sci-tech talents, according to Mao Zhiping, director of the center.

According to an official of Taishan district, the district released supportive polices covering talent introductions, cultivation, motivation and services, and established a special annual fund of 40 million yuan ($5.58 million) for the implementation of various talent policies.

When Tai Shan IT introduced one member from the Chinese Academy of Engineering, the district provided the company with a 5,000-square-meter research area for free, and offered special support in equity financing and talent accommodations.

The number of talents in Tai'an continues to increase. Statistics indicated that the city has introduced seven, 155, and 464 talents at the national-level, provincial-level, and municipal-level, respectively, and has cultivated 182,000 high-tech talents.
