Recently, Tai'an in Shandong province released a talent policy aiming to boost the high-quality development of key industries at a government news conference, local media reported on May 16.

Forming high-level talent teams, reserving young talent resources, supporting talent entrepreneurship with greater efforts, and creating a platform for the integration of industry and talent development to build a systematic, complete, and high-efficient talent mechanism are among the 16 supportive measures included in the policy.

The strategy provides various degrees of subsidies to assist enterprises in hiring new talents. Companies that introduce top talents through "one discussion for one case", for example, will be eligible for a total subsidy of 50 million yuan ($7.38 million) in project funding, business startup support, equity investment, and financing awards.

In terms of cultivating talents, the policy clarifies the cultivation policies in scientific and technological innovation, sci-tech entrepreneurship, and industrial skills. Companies, for example, will be paid a maximum of 200,000 yuan for each key talent project applicant they cultivate.

Companies that train talents autonomously, such as selected winners of international and national skills contests, national technical experts, and Chinese skills award winners, will be given 20,000 to 500,000 yuan. The company's newly selected high-level talents platform would receive a maximum subsidy of 200,000 yuan.

The policy also addresses how to assist businesses in retaining talents. For example, qualified full-time doctoral students, master's students, undergraduate graduates from prominent universities, and other undergraduate graduates, will get a monthly living allowance of 3,000 yuan, 1,500 yuan, 1,000 yuan, and 500 yuan per person, respectively, for three years.
