Qingdao FTZ's 17 institutional innovations adopted province-wide

Shandong province has issued a notice to replicate and promote 38 institutional innovations from pilot free trade zones across nine major areas. Among these, the Qingdao FTZ contributed 17 achievements, accounting for 44.7 percent of the total.

In trade facilitation, seven Qingdao FTZ achievements were selected, including the "customs-tax credit link" model for AEO shared empowerment, the mutual recognition of origin certificate management information, and the innovative supervision model for reusable packaging materials entering China.

In financial opening-up and innovation, the zone's "bonded standard warehouse receipt pledge financing model" was chosen. For government management innovation, three achievements were selected: the "unnoticed processing" of construction land planning permits, a pre-dispute mediation system for tax disputes, and a new model for tax service management of refined oil trade enterprises.

In the marine economy sector, two achievements were selected: the seafarer credit management service model and the joint boarding inspection mechanism for international vessels. In alignment with international rules, the "new model for export classification management of lithium battery goods" was adopted. In regional linkage and cooperation, two achievements were chosen: the pre-approval of origin certification for consolidated distribution logistics enterprises and the new model for in-transit supervision of goods. In green and low-carbon development, the "new mechanism for green and low-carbon business entity registration services" was selected.
