4. Attracting talent through platforms

Jining will pilot the construction of a high-level expert innovation and entrepreneurship alliance to create a platform for the transformation of scientific and technological achievements.

The city encourages enterprises to build research institutes, laboratories and other innovation carriers with universities and institutes, and will give appropriate subsidies according to enterprises' actual investment in research and development (R&D).

It encourages enterprises and public institutions to create science and technology innovation platforms and provides construction funding according to their achievements.

Jining implements competitive support for talent projects in counties (cities and districts) and supports counties to create collaborative innovation platforms in conjunction with universities, colleges, research institutes and other counties.

The city supports the establishment of technology business incubators, makers' spaces, young talent accelerators and new overseas Chinese innovation and entrepreneurship alliances.

5. Attracting talent through the market

Jining has set up a special fund for market-based talent attraction, when the employer introduces high-level talent through market-based means, the special fund can advance up to 200,000 yuan for preliminary intermediary costs.

Talent attraction workstations and talent enclaves will be set up in cities with a high concentration of high-level talent, and rewards will be given to workstations and enclaves with outstanding performances in attracting talent.

Organizations or individuals that have helped projects to be selected as key talent projects at provincial level or above will be rewarded after recognition.

6. Young talent

Young talent liaison stations (recruitment liaison stations) will be set up at well-known universities and universities with specialized majors, and subsidies will be given according to the effectiveness of their work.

The city continues to implement an excellent young talent introduction plan for public institutions, and strives to attract graduates from the Double First-Class initiative.

Jining continuously carries out activities such as talent express and cloud recruitment and gives living subsidies to university students who are invited to participate in internship and practice in Jining.

Employers who introduce full-time PhD holders, masters and bachelors (including graduates of vocational colleges, full-time preliminary technicians from mechanics colleges and graduates of technician classes) will be given a talent attraction subsidy for three years. The employer can spend no more than 30 percent of the talent attraction subsidy on talent attraction work, and the rest of the funds should be used to subsidize the introduced talent through performance reviews.
