Bao Hua, born in November 1973, is of Han ethnicity and a member of the Communist Party of China. He holds a postgraduate degree from the Shandong Provincial Party School. 

He currently serves as a member of the Standing Committee of the CPC Yantai Municipal Committee, vice mayor of Yantai, deputy secretary of the leading Party members group of the Yantai Municipal People's Government, and secretary of the Party Working Committee of the Yantai Huang-Bohai New Area.
