Zhang Mingkang, born in July 1973, is of Han ethnicity and a member of the Communist Party of China. He has a bachelor's degree.

Zhang is currently the deputy secretary of the CPC Yantai Municipal Committee, mayor of Yantai, and secretary of the leading Party members group of the Yantai Municipal People's Government.
