Born in January 1977, Shen Jian is of Han ethnicity and a member of the Communist Party of China. Shen holds a master's degree in business administration. He is currently a member of the Standing Committee of the CPC Yantai Municipal Committee, vice-mayor of Yantai, and also a member of the leading Party members group of Yantai Municipal People's Government.

Shen is responsible for the work of education, science and technology, industry and information technology, civil affairs, commerce, health, medical insurance, finance, big data, ports, free trade zones, and industrial chains.

He manages the Yantai Municipal Education Bureau, the Yantai Municipal Science and Technology Bureau, the Yantai Municipal Industry and Information Technology Bureau, the Yantai Municipal Civil Affairs Bureau, the Yantai Municipal Commerce Bureau, the Yantai Municipal Health Commission, the Yantai Municipal Medical Insurance Bureau, the Yantai Municipal Big Data Bureau, the Yantai Light Industry Association, and Yantai Bank.

He is additionally responsible for maintaining contact with the Yantai Federation of Trade Unions, the Yantai Association for Science and Technology, the Yantai Red Cross Society, the Yantai Branch of the People's Bank pf China, the Yantai Branch of the China Banking Regulatory Commission, the Yantai Tobacco Monopoly Bureau, as well as telecommunications companies, finished oil sales companies, banks, insurance companies, securities firms, asset management companies, higher education institutions, research institutes, and border inspection stations in Yantai.
