Born in March 1972, Yu Shengtao is of Han ethnicity and a member of the Communist Party of China. He holds a bachelor's degree, and he is currently a member of the Standing Committee of the CPC Yantai Municipal Committee, vice-mayor of Yantai, and deputy secretary of the leading Party members group of the Yantai Municipal People's Government.

Yu is responsible for the daily operations of the municipal government, as well as the work of municipal government agencies, development and reform, science and technology, industry and information technology, finance, safety in production, emergency management, State-owned assets supervision and administration, administrative approval services, market regulation, statistics, government office management, national defense mobilization, government function transformation, development strategy research, government affairs transparency, industrial chains, and the investment and operation of municipal state-owned capital.

He manages the Yantai Municipal Finance Bureau, Yantai Municipal Audit Bureau, Yantai Municipal Government Office (also known as Yantai City Operations Center), Yantai Municipal Development and Reform Commission, Yantai Municipal Science and Technology Bureau, Yantai Municipal Bureau of Industry and Information Technology, Yantai Municipal Emergency Management Bureau, Yantai State-owned Assets Supervision and Administration Commission, Yantai Administrative Examination and Approval Service Bureau, Yantai Market Supervision Administration, Yantai Municipal Bureau of Statistics, Yantai Government Offices Administration Bureau, Yantai National Defense Mobilization Office, and municipal-owned enterprises.

He is additionally responsible for maintaining contact with the Yantai Municipal Tax Service, the People's Bank of China Yantai Municipal Branch, the National Financial Regulatory Administration Yantai Supervision Bureau, the Yantai Investigation Branch of the National Bureau of Statistics, State Grid Yantai Power Supply Co, the Yantai Fire and Rescue Bureau, Yantai Municipal Tobacco Monopoly Bureau, telecommunications enterprises and refined oil sales enterprises stationed in Yantai, banking, insurance, securities, and asset management institutions operating in Yantai, research institutes located in Yantai, and Huaneng Yantai Power Generation Co.
