Born in 1974, Zhang Zhixin is a male of Han ethnicity. Zhang holds a Master of Law degree and is a member of the Communist Party of China. He is currently the vice-mayor of Yantai and also a member of the city's municipal government Party group.

Zhang is responsible for the government affairs related to market supervision, foreign affairs, investment promotion, and food and drug safety.
