Born in 1972, Yu Shengtao is a male of Han ethnicity. Yu holds a bachelor's degree, and he is currently a member of the Standing Committee of the CPC Yantai Municipal Committee, vice-mayor of Yantai, and also a member of the city's municipal Party committee.

Yu is currently responsible for natural resources and planning, housing and urban-rural construction, urban management, transportation, State-owned asset management, and urban rail transit planning and construction. 

He is also responsible for forest fire protection and fire prevention.

Yu is in charge of the city's municipal bureaus of natural resources and planning, housing and urban-rural development, urban management, transportation, the State-owned assets supervision and administration commission, the housing provident fund management center, as well as relevant government investment and financing companies, and municipal-level enterprises.

Yu also coordinates with the government affairs of the Yantai Salvage Bureau, the Beihai Rescue Bureau, the Yantai Maritime Safety Administration, the Train Operation Depot, Yantai International Airport, and Yantai Port Group.
