Yantai sets ambitious development goals for 2023

The coastal city of Yantai in East China's Shandong province set its economic and social development goals for 2023, according to the government work report released at the ongoing second session of the 18th Yantai Municipal People's Congress, which kicked off on Dec 28 and will run until Dec 30.
Next year is the starting point for fully implementing the spirit of the 20th National Congress of the Communist Party of China, and is also a starting point for Shandong to build itself into a green, low-carbon and high-quality development pilot province in China.
The government work report said that in the new year, Yantai will make continuous efforts to push for high-quality development, accelerate the transformation of an economic growth mode, speed up industrial transformation and upgrading, and expedite the replacement of old growth drivers with new ones.
According to the government work report, Yantai plans to set up an effective system to boost domestic demand, unleash the potential of domestic demand and encourage consumer spending. The city intends to focus on the integrated development of culture and tourism, and build a new pattern of integrated tourism. Efforts are also expected to be made to foster new consumption models to boost the development of the first-store economy, the nighttime economy, and the livestreaming economy.
A modern industrial system is scheduled to be built in 2023, with the aim of developing it into a strong manufacturing base in Shandong. The city also plans to cultivate a number of leading enterprises, and promote high-end, intelligent and green development of the manufacturing sector, as well as high-end services and the digital economy.
The city also intends to accelerate the implementation of its innovation-driven development strategy, improve education quality, cultivate and introduce high-end talents.
Yantai plans to focus on green development and energy transformation, and make new progress in building itself into a smart and low-carbon city. A number of green and low-carbon projects are also in the plans to be built, such as developing Changdao Island into an international zero carbon emission ecological island. Eco-friendly ways of work and life are expected to be promoted throughout the city as well as the establishment of green and low-carbon heating systems to contribute to the city's green and low-carbon transition.
The city plans to step up efforts to protect the marine ecology and environment and promote the development of the maritime economy to further tap into the potential of ocean resources. Efforts are also expected to be made to advance rural vitalization at full steam and vigorously promote agricultural and rural modernization.
