The Penglai Water City scenic spot is located east of Danya Mountain in the Penglai district of Yantai and at the foot of Penglai Pavilion.

The spot dates back to the Song Dynasty (960-1279) and is the most complete ancient water army base in China. Its harbor buildings and coastal defense buildings are still well-preserved.

In 1982, Penglai Water City and Penglai Pavilion were designated national key cultural relic protection sites by the State Council.

The water city base has made remarkable achievements in marine construction technology and structural layout and plays an important role in the history of harbor construction in China.
