Penglai, a county-level city, and Changdao county in Yantai, Shandong province have been merged into Penglai district with the approval of the State Council.

Penglai and Changdao, both of which are situated alongside the sea, have similar folk customs and culture and share a close connection in tourism and industrial development.

It is expected that the adjustment of the administrative divisions will assist with the integrated development of the city and boost the local economy.

Following the adjustment, Yantai now has five districts and six county-level cities with a total area of 13,746.5 square kilometers and a population of 6.5 million. Its urban districts cover an area of 3,933.5 square kilometers with a registered population of 2.37 million.
