High-Tech New Marine Economic Zone in Eastern Yantai

General overview
In 2012, the Yantai municipal government has decided to construct a high-tech new marine economic zone in eastern Yantai (hereinafter referred to as the eastern new district). The eastern new district is an important measure to implement the strategy of building a model marine economic zone in Shandong peninsula and a livable city and create more jobs.
With a total planned area of 600 square kilometers, the eastern new district is located in the east of Yantai city. It boasts a 150-kilometer coastline and a planned residential population of 750,000. Jinshangang district, the first to-be-developed area that covers 40 square kilometers, will adhere to high-standard development and construction. The local government will strive to create a modern marine economy town within five years. It will make Jinshangang district a high-end marine industry agglomeration with strong international competitiveness, a national demonstration area for the transformation of marine scientific research achievements, an important facility for regional economic cooperation with Northeast Asia and the construction of a marine economic zone in Shandong peninsula and an ecological livable coastal city of eastern Yantai.
Development advantages
Favorable location
The eastern new district borders the Yellow Sea and Bohai Sea. It's adjacent to Japan and South Korea by the sea, as well as Beijing, Tianjin and Northeast China. As a rising star in the center of Yantai city and a local leader in opening up to Northeast Asia, the district boasts geographical superiority. The operation of the Yantai-Dalian railway and ferry as well as the construction of the Dezhou-Longkou-Yantai railway will greatly broaden the district's development. The Qingdao-Yantai-Weihai-Rongcheng inter-city railway will incorporate the new district into the "one-hour" economic circle of Jiaodong Peninsula. The Yantai marine train ferry connecting China and South Korea, which is under promotion, will transform the district into an important transportation hub facing Northeast Asia.
Rich marine resources
Covering a sea area of 2,200 square kilometers, the eastern new district boasts diversified natural resources including mountains, seas, islands, bays, rivers and springs. The district is also endowed with diverse offshore marine species, many national marine ranching demonstration zones, and germ resources protection zones, such as the Kongdong Islands. What's more, it abounds in wind and geothermic energy, as well as human resources.
Advanced education, science and technology
Situated at the core of the Yantai national innovative city, the eastern new district houses education, science and technology resources, including a State-level high-tech zone, the Coastal Research Institute of the Chinese Academy of Sciences, the Naval Aeronautical Engineering Institute, Yantai University, No 513 Institute of China Aerospace Science and Technology Corporation, and other marine institutes of higher learning.. The district boasts 56 high-and-new-technology enterprises, 25 engineering technology research centers at or above the provincial level (among which there are two at the national level), 10 key laboratories at or above the provincial level, and 323,000 square meters of scientific and technological incubators, where 280 enterprises are being incubated.
Broad development space
The eastern new district boasts abundant unused land and tidal flat resources. It has more than 250 square kilometers of land that may be used for future marine high-tech industry development.
Prominent port advantage
The eastern new district is a local important portal and strategic platform. It's home toa national bonded port area and the Yantai Harbor Zhifu Bay area. The Zhifu Bay area, an important passenger transportation hub and container trade port in the north, witnessed 236 million tons in cargo throughput in 2014. The Yantai bonded port area is the first in the country that was built on an export processing zone and its neighboring port.
Initial zones
Jinshangang district will focus on high-tech marine economy. It will give priority to the development of emerging industries, such as business culture tourism, marine biology and medicine, marine high-end equipment, energy conservation and environmental protection, electronic information and software animation..
Coastal tourism business district
An area of about 20 square kilometers will be allocated to build a livable seaside tourism district featuring ecologically sustainable development and rapid economic growth. The district will focus on entertainment and leisure, business offices and coastal tourism. Commercial tourism entertainment, headquarter economy, financial offices, scientific research, animation and other industries will be given support for development.
Jinshanwan
With a planned area of 18 square kilometers, the city will focus on living, business office, scientific research, service outsourcing and precision manufacturing.
