1. Introducing talent on demand

Jining will draw up a roadmap for the development of talent in the top 10 industries, release a catalogue of key talent to introduce the talent by year and by industry, and improve the pool of leading talent.

Top talent teams will have access to a case-by-case approval system and increased talent and house purchase subsidies. The government has stepped up its support of project funding and venture capital investments for these teams.

The engineering design of Nishan scholars will be optimized, and financial support will be given according to the performance of the engineering design. Distinguished experts among the Nishan Scholars will be supported for another cycle if they receive an outstanding evaluation, and a young expert who has an excellent assessment can be directly recognized as a distinguished expert.

2. Flexible talent introduction

Jining supports employers introducing high-level talent and teams, breaking through restrictions such as geography, household register, identity, files and human relations, and giving individual rewards based on performance and contribution. Talent selected for key talent projects above provincial level will be given financial support according to their performance.

The city encourages enterprises and public institutions to set up "migratory bird" talent workstations and other flexible talent platforms to invite high-level talent from Jining to return to their hometowns to be city partners.

Jining has established a long-term partnership with a well-known domestic high-end think tank to help enterprises and high-level talent formulate development plans for free.

3. Attracting talent with competitiveness

Jining has introduced a market-based competition mechanism and regularly holds the high-level talent innovation and entrepreneurship competition, Win in Jining, to providing in-depth incubation and accompanying services for winning projects in the competition. In the past three years, technology enterprises that have received more than 10 million yuan (about $1.53 million) of equity-based cash financing or paid 10 million yuan in tax will be supported on a merit basis.

Financial institutions will provide loans of up to 10 million yuan for talent innovation and entrepreneurship. Sponsor teams that help high-level talent' startups list on the stock market will be rewarded with up to 1 million yuan.
