Qingdao's path to beautiful, prosperous countryside living
Qingdao has taken significant strides in promoting harmonious and beautiful rural development during the 14th Five-Year Plan period (2021–25).
A total of 286 provincial-level and 800 municipal-level beautiful villages have been established. Leisure agriculture has grown, with over 50 recommended tourism routes and 11 villages recognized as China's beautiful leisure villages. Rural e-commerce has quickly expanded, with 28,000 businesses generating online retail sales of 46.47 billion yuan ($6.65 billion) in 2024, accounting for over one-fifth of the provincial total.
Rural vitalization has been strengthened through a pioneering cluster-based approach, forming a provincial-municipal-district three-tier system. This model has improved more than 466.67 hectares of idle land, boosting the growth rates of per capita disposable income and collective village income in these clusters above the city's average. A "30-minute convenient service circle" has been fully implemented, significantly improving rural organization and coordination.
The rural living environment has fundamentally improved. The five-year rural habitat improvement initiative concluded successfully.
Over 3,000 kilometers of rural roads were upgraded, and 245,700 households were recognized as the city’s beautiful courtyards. Laoshan district and Qingdao West Coast New Area were honored as national models for village cleanliness, marking a transformation from clean and tidy to beautiful and livable.
Rural residents' income has significantly increased. In 2024, the per capita disposable income reached 31,560 yuan, 1.33 times that at the end of the 13th Five-Year Plan period (2016-20), with an average annual growth of 8 percent. The urban-rural income ratio narrowed from 2.36 to 2.18, showing steady progress toward common prosperity.
