Shinan promotes entrepreneurship, improves business environment
Shinan district of Qingdao, East China's Shandong province, took concerted efforts to address the needs of enterprises in 2023.
By formulating, implementing, and promoting policies from the perspective of businesses, the district has prioritized the affairs of enterprises, creating a thriving environment for innovation and entrepreneurship.

For example, the district had introduced a "pre-filing" system for property ownership materials that simplifies the registration process for companies. This streamlined procedure has reduced the submission of certification materials by 90 percent and shortened the approval time by more than 50 percent.
Efforts are being made to establish a new model of "warm and inclusive" approval service throughout the process. By providing precise and proactive front-end services, modular assistance, and professional guidance, Shinan district has accurately served over 160 businesses. Since 2023, more than 78,000 enterprises have been visited, addressing over a thousand demands.
These initiatives have since helped increase investment in Shinan district. In the first three quarters of 2023, the district's GDP rose 5.5 percent year-on-year to 120.62 billion yuan ($16.89 billion), the third highest in the city.
Furthermore, 79 new projects with investments over 100 million yuan were registered, contributing to a total investment of over 73 billion yuan.
