Qingdao announced the first list of industrial leading talents and teams on Dec 17, which included nine talent teams and 27 individual talents.

The shortlisted talents and teams are all supported by enterprises in Qingdao, and are involved in the new generation of information technology, modern ocean economy, high-end equipment, new energy, new materials and other emerging industries.

According to relevant policies, selected talents and team leaders will enjoy an allowance according to the project level.

Each team leader of first and second class projects will be given a talent allowance worth 5 million yuan ($786,000) and 1 million yuan, respectively, which will be paid annually over a four-year period. Thirty percent will be paid during each of the first two years, while 20 percent will be paid in each of the following two years.

Talents involved in third-class projects will be paid 4,000 yuan per month each.

The Industry leading Talents and Teams plan is an important measure by the Qingdao science and technology bureau to implement the "Qingdao Elite Project" and deepen talent reforms. It will encourage entrepreneurship and innovation and add vitality to the city's social and economic development, according to local officials.
