This event, co-hosted by the State Film Administration and Shandong provincial government, aims to promote cooperation and exchange between SCO states. Film is a universal language and can build a bridge of friendship between different nations.

The festival will screen around 60 movies, including "4 Big Heads," "White Blessing," "The Children of Genghis," from the 12 member and observer states, and hold more than 30 themed events.

In November 2017, Qingdao was named the first "film capital" in China by UNESCO. It not only has international-class film and television facilities but also owns abundant talent resources, such as Lingshan Bay Film and Television Culture Industry Area, covering 44 square kilometers with a total investment of 120 billion yuan ($18.7 billion).
More than 160 films and television enterprises have registered in the Qingdao West Coast New Area. Besides, many high-end facilities will be put into use, including 30 international standard studios, the world's largest studio area of 10,000 square meters and Asia's largest underwater thermostat setting center.
