Luozhuang district in Linyi, Shandong province, is using artificial intelligence to lower startup costs, expand technical support and connect young entrepreneurs with local industries through a One Person Company, or OPC, model.
The initiative is based in the city's first industry-oriented AI startup park, where entrepreneurs can register a company from a shared workstation and receive a year of free office space.
Since the beginning of this year, two roadshows have attracted 15 teams working in AI applications, digital cultural products and overseas content services, with eight companies completing registration and moving in.
"For young graduates, starting with one workstation instead of renting an office makes entrepreneurship far more accessible," said Wang Daimin, an entrepreneur in the park who has been developing a digital social platform.
The park also provides cloud computing, large-model tools and data services. One resident company producing AI-generated short dramas said its system had reduced production time by more than 90 percent.
"Work that once required 10 to 20 people and a few months can now be handled by one person at a fraction of the cost," a project representative said.
Luozhuang has introduced computing subsidies, advisory services and loans of up to 300,000 yuan ($44,145) for individuals and 4 million yuan for small businesses. More than 120 young entrepreneurs have received training in digital industry.
The district is also matching startup teams with demand from local stainless steel, ceramics and agricultural businesses, helping AI projects move beyond experimentation and support industrial upgrading.
