Luozhuang district in Linyi, Shandong province, is using cultural programs, volunteer services and traditional family values to strengthen grassroots governance, improve neighborhood ties and support rural vitalization.

At the center of the effort is Guli Academy, a 4,000-square-meter cultural venue combining Yimeng's revolutionary heritage with traditional ideas of filial piety and kindness. More than a reading room, it now serves as a community hub for lectures, study visits and public services.

The academy has produced over 100 educational micro-videos, reaching about 30,000 people online and offline. It also hosts more than 130 study groups each year and serves over 10,000 visitors. "Traditional ideas can become practical tools for resolving everyday neighborhood disputes," an academy representative said.

Across Luozhuang, monthly themed activities, 25 intangible cultural heritage venues and more than 400 annual performances and policy talks bring public education closer to residents. Volunteers, teachers and respected community members explain policies through local stories and dialects.

Family values are also woven into daily life. "The academy's lessons showed us how filial piety can be practiced through small, everyday actions," resident Wang Xiujun said.

The district has linked culture with local industry as well. Traditional handicraft workshops have created jobs for more than 100 residents, while cultural tourism events attract about 20,000 visitors annually.

Public satisfaction in Luozhuang, Fuzhuang and Shengzhuang subdistricts has remained above 96 percent for two consecutive years, reflecting wider support for the district's community-based approach.
