
Mengyin county has launched a talent development program to support rural vitalization and local industries. Focusing on fruit production and rural tourism, the program provides training, business support and practical services for local entrepreneurs.
The county has worked with universities and research institutes to combine classroom learning with practical training. Village leaders receive training in cooperative management, e-commerce and rural business development, while local industry leaders take part in standardized training programs on farming or e-commerce.
The county has also set up an e-commerce training base and a business incubation park, offering policy advice, financial support and recruitment services for returning entrepreneurs and new businesses. So far, the county has attracted and trained 320 talents through the business incubation park.
The program has helped local entrepreneurs develop businesses in agriculture, e-commerce and rural tourism. Village leaders have established cooperatives and developed courtyard-based businesses, while returning entrepreneurs have expanded e-commerce and cultural and creative businesses.
Local industry leaders have also developed smart orchards and agricultural processing projects, helping extend the local agricultural supply chain. The county has established 102 workshops, 10 markets and 12 farms, all operating under a cooperative model to help connect local producers with broader sales channels.
The county has continued to expand support for rural entrepreneurs through financial and business services. In 2025, it issued 6.14 billion yuan ($835 million) in loans, benefiting more than 10,000 entrepreneurs and business operators. Local authorities said they will continue to support rural talent and promote the development of local industries.
