Linyi charts path to becoming agricultural powerhouse in Shandong

Looking toward the 15th Five-Year Plan period (2026-30), Linyi is committed to transforming from a major agricultural city into an agricultural powerhouse in Shandong, firmly anchoring itself to the goal of becoming a model for rural vitalization.

Central to this strategy is the absolute priority of food security. Linyi will rigorously protect farmland and implement integrated agricultural technologies to boost yields, aiming to stabilize grain planting at over 9.7 million mu (646,666 hectares) and raise total output to more than 4.35 billion kilograms by 2030.

The city is also accelerating its shift from "spotlight areas" to "region-wide prosperity" through organized rural vitalization zones. Plans include establishing over 300 municipal-level zones by 2030, where policy support, capital, and resources are concentrated to foster industry-driven wealth and resource sharing.

Diversifying the rural economy remains a core focus. By capitalizing on local specialties — such as Mengyin peaches and Lanling vegetables — the city is strengthening entire industrial chains and targeting over 1,100 leading agricultural enterprises at and above the municipal level. Furthermore, by combining rural tourism, e-commerce, and boutique homestays, Linyi is reinvigorating rural industries.

Finally, Linyi is paving a path toward common prosperity by launching over 60 "shared wealth zones" by 2030. Through innovative models like "strong villages leading weak ones" and the expansion of "common prosperity workshops", the city aims to revitalize collective economies and activate idle resources. By leveraging talent program and land reform, Linyi is building a robust foundation for comprehensive and sustainable rural vitalization.
