Linyi is putting industrial upgrading high on its agenda during the 15th Five-Year Plan period (2026-30), as it works to build a more distinctive modern industrial system driven by intelligent manufacturing, green transformation and deeper industrial integration.

A key priority will be accelerating the city's "AI plus manufacturing" initiative. Linyi plans to strengthen digital and computing infrastructure through the "Gigabit Linyi" project while improving the capacity of its 13 landmark industrial chains. By 2030, intelligent computing power is expected to account for more than 70 percent of the city's total, and more than 35,000 5G base stations, including over 5,000 5G-A stations, will have been built.

The city will also explore 6G pilot stations and promote the use of AI in design, procurement, logistics, production and marketing.

Green and low-carbon development will also be a major focus. Linyi will carry out energy-saving inspections in key sectors including steel and chemicals, conduct annual checks on about 10 major energy-consuming enterprises, and implement 300 key projects each year in energy conservation, carbon reduction and water saving.

By 2030, it aims to cultivate 300 green factories, 30 green supply chains and 20 green industrial parks at or above the city level.

The city will further integrate manufacturing with producer services, the digital economy and scientific innovation, supporting leading enterprises in building research institutes and platforms that help turn research results into industrial applications.
